Senegal: Safety and Quality in Fish Processing Industry -
A success story...

GOAL
Enable Senegalese fish industry to meet the safety and quality requirements of the international markets.

ISSUE
Senegal exports most of its fish and fish products to Europe.
The European Union's new quality requirements represented a serious challenge to the Senegalese fish exporters who were threatened by lack of access to EU markets if they did not meet the new quality requirements. Industry needed a safety and quality assurance system to comply with those safety/quality standards.

STRATEGY
UNIDO's programme consisted of the introduction of Good Manufacturing Practices (GMPs) and Hazard Analysis Critical Control Points (HACCP): preventive methods that identify problems and hazards before they occur. The assistance was carried out at three levels: government food inspection and quality control services; support institutions (training and laboratories); and enterprises. Special training courses were designed for the staff of the National Veterinary School and Technology Institute as well as the Fish Inspection and Quality Control Services of the Ministry of Fishery and for the staff of 12 selected fishery plants. Laboratory equipment was introduced at the Veterinary School and the Technological Institute. Training courses on the technical aspects of HACCP were carried out in plants.

RESULTS

  • 300 people were trained in the concepts of Good Manufacturing Practices and Hazard Analysis Critical Control Points.
  • 100 staff were trained in laboratory and quality control.
  • 50 plants have started to implement an organized system of quality control. Prior to this project, only 3 plants employed veterinarians or engineers to handle quality control.
  • 3 plants have managed to introduce and implement Hazard Analysis Critical Control Points (HACCP).
  • 9 plants have their HACCP manuals.
  • The European Union has approved Senegal's fish inspection and quality control services.
